  • Precertification: “Issues to Consider in Assessing IRS’ Proposals Regarding EITC Pre-Certification,” Center on Budget and Policy Priorities, 7/23/2003. This paper provides an overview of an IRS planned rule change that would require families to be certified as eligible for the EITC before they apply for it at tax time. This paper provides an overview of a Pre-Certification pilot project and describes issues that the IRS should consider when evaluating this pilot.   • Asset Building: “Policy Options to Encourage Savings and Asset Building by Low-Income Americans,” New America Foundation, 1/28/2004. This paper provides policy and program ideas to help encourage low-income individuals to save toward assets. The paper has a special focus on the link between IDAs and the EITC.
